In 1981, Ms. Tobias left Sta. Cruz, Laguna to work as a housekeeper in Perugia, Italy as a name hire processed by the POEA. She co-founded the “Kaisahan ng Manggagawang Pilipino sa Italya” or KAMPI in 1981. KAMPI protects the rights of Filipino workers and assists them with their documentation such as permits to stay and other labor-related matters. At present, she heads and continues her advocacy work under KAMPI. In 1995, she quit her job and went full time with KAMPI. As KAMPI President, she aligned with Italy’s leading labor union, Italian General Confederation of Labour (CGIL). This alliance allowed her to tap into CGIL’s expertise and technical resources for the benefit of the Filipino community. She works also as Cultural Linguistic Mediator, where she is called upon by Italian Authorities to interpret in legal cases involving Filipinos thus ensuring that their rights are protected. She also explains to the Italian Authorities our social norms so that the Italians understand the Filipinos. Ms. Tobias has both been participant and resource speaker in local and international forums on gender awareness and equality, the rights of women and migrants. She organizes annual summer camps for the Filipino youth. She was elected as the first female councilor representing Asian migrants in the City Council of Rome from 2004-2006.
In 1983, in cooperation with PETA, Ms. Tobias founded the Malayan Theatre group for talented Filipinos in Italy. She co-authored and translated “lo sono filippino” published in 1991 and authored “Manila-Rome” published in 2006. These books were written for Italian and Filipino students to know and better understand each other. She also hosts a radio program “Buhay Pinoy” on Radio Spazio Aperto.
