Eugene is credited for organizing the Kapisanan ng Pintor Pinoy (KPP) in Jeddah. He used it as a vehicle to instill in artist-members the value of Filipino art. Not a few promising artists developed their talents under Eugene’s mentorship. Eugene successfully held his art exhibit (Glimpses from the Philippines) featuring Filipino arts and artistry to the delight of arts enthusiasts from various countries. Apart from endeavours in the arts, the KPP also organized social and welfare undertakings for the Filipinos in and around Jeddah especially assistance to distressed Filipino workers.
Eugene’s leadership capabilities were further given recognition when he was voted Chairman of KASAPI (Katipunan ng mga Samahang Pilipino) in 1994-1995. The federation which embraces some 24 Filipino organizations in Saudi Arabia was very helpful to the Philippine Consulate in ensuring the success of the state visit of President Ramos in the Kingdom.
